State bureaus engaged with population growth and control. The board is fully empowered to allow or disallow births according to genetic criteria and existing family size. Even a minor affliction such like color blindness can mean foregoing parenthood. (Compare Fertility Board.)
The Boards also regulate the health practices of pregnant women. For example it is strictly illegal for pregnant women to indulge in the hallucinogen Yaginol since this drug can produce severe congenital disfigurement. Certain other drugs, such as Skulbustium, are not proscribed.
